First implementation of the component development plan, hosted by Burst's authenticated control service. See the API and development guide.

Build and check this module independently:

GOWORK=off go test -race ./...
GOWORK=off go vet ./...

The cross-component integration tests live in burst/internal/control/commerce_test.go. Run them with sh scripts/test-commerce.sh from the workspace root. This module has no standalone listener or independent authentication bypass. Its library requires an explicit authority adapter and host-owned transactional persistence.
